Film director Roman Polanski 'moved from Swiss jail'

Film director Roman Polanski has been moved from a jail near Zurich to an undisclosed location for "security reasons", Swiss officials say.

Polanski, who has been held since September, is to be placed under house arrest at his Alpine chalet on Friday after being granted bail by a court.

He fled the US in 1978 after pleading guilty to having unlawful sex with an underage girl.

Switzerland is deciding whether to extradite him to the US.

A justice ministry spokesman said Polanski left the jail in Winterthur on Thursday for "security reasons and personal protection", AP news agency reported.

The spokesman said Polanski was still expected to be taken to his chalet in the luxury resort of Gstaad on Friday afternoon.

The 76-year-old film-maker will be fitted with an electronic bracelet that will activate if he attempts to abscond.

The Swiss Federal Criminal Court granted the Oscar-winning director $4.5m (£2.7m) bail, pending proceedings for his possible extradition to the US.

The director of films such as Rosemary's Baby, Chinatown and The Pianist was arrested after travelling to Zurich on 26 September to pick up a lifetime achievement award.

Polanski was accused of raping a 13-year-old girl after plying her with champagne and a sedative during a modelling shoot in 1977.

He was initially indicted on six counts - including rape by use of drugs, child molesting and sodomy - but pleaded guilty to the lesser charge of unlawful sexual intercourse.

Polanski fled the US on the day he was to be sentenced, and has lived in France since then.

A suicide bomber disguised as a woman has killed at least 19 people, including three government ministers, in the Somali capital Mogadishu.

Officials say the attack hit a hotel in the city during a crowded graduation ceremony for medical students from a local university.

Witnesses said the attack appeared to have targeted government officials.

Islamists are fighting the UN-backed government, which only controls small pockets of territory in the country.

The hall had been brightly decorated, and there was a feeling of excitement - such ceremonies rarely happen in Mogadishu.

Ministers and various dignitaries were sat at the front of the hall, and everyone else was sitting facing them. Journalists were right at the front.

Then all this brightness turned to darkness. All I remember is being covered in dust. Everyone was covered in dust.

I looked across and the young guy sitting next to me was dead. I had to jump over him to get out.

It was a shocking, terrible scene. There was blood splattered everywhere. I was really in disbelief, in shock. It's still impossible to understand how everything turned from colourful celebration to horror so quickly.

Somalia's President Sheikh Sharif Sheikh Ahmad described the attack as a national disaster.

Information Minister Dahir Mohamud Gelle said the male bomber had been dressed in women's clothing, "complete with a veil and a female's shoes".

The BBC's Mohammed Olad Hassan, who was at the scene, said there was a huge explosion in the hotel's meeting hall where hundreds of people were gathered for the graduation.

Five government ministers were reported to have been in the hotel at the time.

Health Minister Qamar Aden Ali, Education Minister Ahmed Abdulahi Waayeel and Higher Education Minister Ibrahim Hassan Addow were reported to have been killed.

A security official told the AFP news agency most of the dead were believed to be students. At least two journalists were also among the dead.

"A lot of my friends were killed," medical student Mohamed Abdulqadir told Reuters.

"I was sitting next to a lecturer who also died. He had been speaking to the gathering just a few minutes before the explosion."

A photographer for the AFP news agency described hearing a huge explosion and the room filling with smoke.

Health Minister Qamar Aden Ali was one of three ministers reported killed

"I went to get my camera, and that's when I saw the bodies of the three ministers," said Mohamed Dahir.

The country's sports minister was also among dozens of people reported to have been injured.

The students were graduating from Benadir University, which was set up in 2002 to train doctors to replace those who had fled overseas or been killed in the civil war. They were only the second class to complete their training.

'Intimidation'

The Shamo hotel is often used by the few foreigners - aid workers, journalists and diplomats - who still visit Mogadishu.

It is in one of the small parts of the city controlled by the government, just 1km (0.62 miles) from the K4 junction, where the African Union peacekeeping force in Somalia, Amisom, has a base.

The BBC's East Africa correspondent, Will Ross, says the latest attack shows that even that area is unsafe.

Security was said to have been light inside the ceremony, with the ministers' bodyguards all waiting outside the meeting hall.

No-one has yet claimed responsibility for the attack, which was condemned as "inhumane and cowardly" by the African Union.

The AU said the blast would "not deter the resolve and determination of the African Union to support the people of Somalia in their quest for peace and reconciliation".

The acting head of Amisom, Wafula Wamunyini, said the blast was "intended to intimidate and blackmail" the UN-backed government.

"We want to ensure everyone we are going to continue with our mission. We are going to continue providing our services," he told AFP.

EU foreign policy chief Baroness Ashton said in a statement: "I condemn in the strongest possible terms this cowardly attack against civilians including students, doctors and journalists."

A statement signed by the United Nations, the US, the EU and the Arab League said the attack would not deter the international community from continuing its support to the Somali government.

Somalia has not had a functioning national government since 1991.

Pro-government troops regularly come under attack from the al-Shabab militant group, which is suspected of having links to al-Qaeda.

Pakistani police say a suicide car bombing has killed at least seven people and wounded more than 20 others, in the latest attack in the northwestern city of Peshawar.

Officials say the bomber set off explosives Saturday at a police checkpoint. They say two police officers are among the dead.

The bombing came a day after a suicide bomber struck the Peshawar office of Pakistan's Inter-Services Intelligence agency, killing 10 people. That blast caused a large portion of the three-story ISI building to collapse.

Authorities say recent militant attacks in Peshawar are in retaliation for the government's offensive against the Taliban in the tribal regions bordering Afghanistan.

Elsewhere Saturday, the Pakistani military says troops killed eight militants in the latest fighting in the northwest Swat Valley.

U.S. President Barack Obama arrived late Saturday in Singapore, where he joins leaders of Pacific Rim economies in meetings to discuss recovery from the global financial crisis and promotion of free trade.

Air Force One landed at Singapore's Paya Lebar military airbase on a flight from Japan for the latest stop of a nine-day Asian tour that will also take Mr. Obama to China and South Korea.

Asia Pacific Economic Cooperation forum leaders have stressed that the global recovery is still fragile, and more coordinated efforts are needed to overcome protectionism and maintain stable growth.

Mr. Obama was accused by some APEC leaders Saturday of backtracking on free trade.

Mexican President Filipe Calderon singled out Washington for "going in the opposite sense of free trade." Russian President Dmitri Medvedev made the same point.

Mr. Calderon mentioned increasing "buy American" clauses in U.S. legislation.

Australian Prime Minister Kevin Rudd spoke Saturday to propose a European Union-style model for cooperation, which he called the Asia-Pacific Community.

U.S. Trade Representative Ron Kirk said a high standard regional trade agreement under the Trans-Pacific partnership would be good for America.

President Obama said Saturday the United States will engage members of the TPP, which consists of Brunei, Chile, New Zealand and Singapore.

Independence Monument

As prince, head of state and king, Norodom Sihanouk accomplished many things, but as the former monarch prepares for his 87^th birthday, he should be remembered as bringing peace to Cambodia, a former director of the Royal Cabinet said Thursday.

Sihanouk, who abdicated the throne in 2004 and has been struggling against cancer, was born Oct. 31, 1922, oversaw independence in 1953, was exiled by a US-backed coup in 1970, held under house arrest by the Khmer Rouge, and finally returned as king.

His main legacy was peace, said Truong Mealy, the former cabinet head, as a guest on “Hello VOA.”

“With such peace, we can now talk,” he said.

Sihanouk is also remembered for his efforts to bring Preah Vihear temple under Cambodian control, through legal pursuits at the International Court in 1962, one caller to the show recalled.

The Angkor Civilization

The Angkor Civilization
During the Angkor period, Cambodia was the largest, most powerful and prosperous nation in the Southeast Asia region. The Khmer civilization had reached it peak during the 9th - 13th century AD.

Evidence of its glory is can be found in the area of land covered by the Khmer Empire, which dominated almost the entirety of Indochina to the Myanmar border in the west. Thousands of Prasats (temples or monuments) were build and decorated with beautiful and priceless ancient sculpture, stunning architecture, and countless stone-inscriptions written in both Khmer and Sanskrit. Other antique items that can be found in the region include infrastructure such as Baray (ancient water reservoirs), irrigation systems, ancient highways and bridges.

All of these achievements were constructed over 800 years ago, during the peak of the Angkor Civilization.

The Angkor Wat Temple
Angkor Wat is the largest and greatest stone-structure temple in the world and took more than 30 years to build. There were 4,000 elephants and some 380,000 men are believed to have contributed their labor to this world-class project. Sandstone, the main material for the construction was transported by elephant from Kulen Mountain, some 47km away from the site.

The great temple of Angkor Wat is remarkable, not only because of its splendid architectural arrangement, but also because of the perfect subordination of the carving to the composition of the whole: the decoration is treated, nearly everywhere, as embellishment which should not hold the eye. As a result, the variety and intensity of the shadows do not break the unity of the simple walls, yet there is ornamentation everywhere - even in the least visible corners.

Angkor Wat is the masterpiece of King Suryavarman-II's crown, and is dedicated to Hinduism. It is believed to have also served as a tomb for the King Suryavarman-II (12th century AD).

Angkor Thom City
Nearby, Angkor Thom was once one of the most modern cities in the world. At one time it was populated by nearly 1,000,000 (one million) in habitants. Compare this to 30,000 people in London at around the same time (late 12th century AD). In fact, Angkor was the capital of a self-sufficient nation rich in natural resources and with unique construction techniques.

Due to the extensive and ingenious irrigation system, Angkor was able to harvest rice 3-4 times during a calendar year. Rice yields reached 150,000 metric tons within an area of 1000 sq.km; sufficient to feed 800,000 inhabitants, while still leaving 40 percent to supply other areas throughout the kingdom. It is this rice cultivation that supported the Angkor Civilization.

PHNOM PENH, The capital city
The capital city Phnom Penh has been the capital of Cambodia for 567 years. It was renowned as the Paris of the orient by the outside world during the 1960s due to its charm and glorious architecture. Located on the west bank of Chatomuk River, Risht in the conjunction of the upper Mekong, Tonle Sap river, which reverses its current twice yearly, Phom Penh remains attractive to visitors from countries around the world. It serves as the center of economy, culture, politics and society of Cambodia.

This bustling Asian city is populated by approximately 1.5 million inhabitants. Without skyscrapers to disturb its scale, Phnom Penh is renowned for its traditional Khmer and French colonial architecture, colorful clay-tile roofs, its Royal Palace, pagodas, monuments and the fascinating river front, Phnom Penh is a unique, exciting and pleasurable destination. Since the city Government has implement numerous beautification projects, the number of visitors has increased every year.

Wat Phnom
Is where Phnom Penh begun. A famous laywoman called Daun Penh built a small Wat on top of a hill (the hill also built by her) to house the sacred Buddha statues that were found inside the trunk-hole of a floating Koki (teak) tree. The teak was used to build the delightful little temple to store these religious relics.

The name referred to the founder of this place and it was originally called Phnom Daun Penh, and was later shortened to Phnom Penh. Behind the pagoda is a huge ancient stupa(tomb) that contains King Ponhea yat's ashes (the king who abandoned the Angkor City in 1431 AD).

Visitors should not leave the site without visiting a memorial that recalls the returning of these territories during the World War II. This memorial is located on the South side at the foot of the hill. The hill is generally covered and surrounded by the tropical trees that represent the various kinds found throughout the country. These have become home to many monkeys and birds. Ask your guide to point out the hundreds of large flying-faxes (bats) hanging from the branches of the trees.

Royal Palace, and Silver Pagoda
The Royal palace was built in 1866 during the region of King Norodom, great grandfather of our current King Norodom Sihanouk. There are many Prasats inside the palace that have their own special functions relating to royal and other official ceremonies. The construction of the temples within the compound was inspired by traditional Khmer architecture of this civilization. The surrounding wall has five doors.

AROUND PHNOM PENH
Two on the east entrance and each from the other three directions, implementing on ancient rule of palace construction also seen at Angkor Thom City which was built during the Angkor period. The beautiful building next door and to the south of the Royal Palace, is The Temple of the Emerald Buddha, known to the English as the Silver Pagoda, due to the tiles that cover the floor which are made of pure silver. A total of 5,329 silver tiles, weighting 1,125 kilograms each adorn the floor of this structure. The temple does not serve as a Buddhist Monastery, but is primarily used to display the national treasure, most of which are gifts from the Royal Family and souvenirs from various countries that were once presented as gifts to the king of Cambodia. There are a number of mostly Cambodian treasures on display and the entire building is surrounded by the high galleries that are covered by tile-roofs. On the wall of the galleries there are mural paintings illustrating the Ramayana legend from the beginning to the end. This painting was done around 1903-1904 by famous Khmer artists.

Raung Domrel Museum

Next to the outer of painting galleries, there is the Rung Dorei Museum where visitors can enjoy studying some Khmer customs and tradition lifestyles. Among the items displayed are artifact from Khmer households, a model of a typical Khmer house, silk weaving samples, traditional costumes, a cultural photo exhibition, utensils, silver crafts, and common farming tool etc.

Independence Monument
A single tower of Angkorian style, standing on the heart of the capital. The independence from France on the 9th November 1953. It from all other structures in the city. The independence Monument's nighttime lighting gives it a magical aura that is striking to see and is worth photographing.

National Museum
Built in 1920, today this museum stores and displays more than 5,000 Khmer art objects conserved from Angkor era and post- Angkorian art produced until the late colonial era. The artifacts are made of sandstone, bronze, silver, copper, wood, pottery and other art materials. Beside this purpose, the museum is also home to more than two million tomb bats living between the roof and the ceiling. They swarm into the sky startling those unfamiliar as its looks exactly like smoke from a steel factory.

OUDONG (former capital of Cambodia)
Before Phnom Penh was permanently settled as the capital of Cambodia, Oudong served as the capital city almost century. Most of the rest hills were topped by ancient stupas, which were believed store the ash of the king and royal family. The number of visitors to the recent construction of a huge new stupa (Buddhist mausoleum), which has just been completed. The Grand stupa where Buddha’s teeth (a religious relic) will be moved here soon from Phnom Penh, where it is currently kept.

The new stupa is a beautiful attraction, its design based on traditional Khmer architecture and adorned with authentically reproduced Angkorian decoration. On the other side of the hill, is the Vipassana Meditation Center.

Konpong Louang (Silver Craft Village)
Not far south of Oudong, and situated between National Road No.5 and the Tonle Sap River, this village is famous for its handcrafted products of pure silver. Virtually the entire population of this village is craftsmen, the silver items from this village are distributed to both local and foreign markets.

TOURISM IN OTHER PROVINCES
It is considered that almost all of the Cambodia’s provinces are attractive to foreign visitors for a variety of reasons including the lifestyle, culture, customs, the access to natural habitat etc. found in these places. Some provinces below are recommended for those who intend to learn more about Cambodian culture, lifestyle, civil society and history.

Shihanoukville and Koh Kong
Sihanoukville is the only shipping port in the kingdom. Koh Kong is another province that borders the sea, but facing Thailand to the West. Both are rich in seafood and offer the visitor warm tropical beaches, pristine and tranquil water-perfect for sunbathing and relaxing after a cross-country tour. It’s really and unspoiled world and ideal for enjoying nature and a swim. A trip offshore to one of the nearby islands is suggested for those who wish to escape to and enjoy a private island for a few days.

Takeo
Southern Cambodia, about 77km from Phnom Penh. Highlights of some things to see: Historic sites of earliest Cambodian history and also the Angkor era, including Tonle Bati Temples, Prsat Neang Khmau, Chiso Phnom’s hilltop temple ruins, Phnom Da, Angkor Bori, Phnom Baong.

Kampong Thom
Located 167km Northwest of Phnom Penh on national route No.6. Among the most interesting places to see here are a group of 7^th Century AD temples, which used to be the capital of the Khmer Empire before Angkor City. Many other day brick temples are scattered throughout the province including Angkorian-era temples such s Kuha Nokor and Rokar. One cam also observes craftsmen create sculptures of sandstone at the foothills of Santuk Mountain. If there is sufficient time, we suggest a climb up to see this historic site where you can behold ancient giant studies of reclining Buddha.

It is also worth noting that Kampong Thom was the home province of Pol Pot, who came to be known as Brother Number 1, as the infamous leader of the Khmer Rouge. He was responsible for the killing Fields and the extermination of millions of educated or intellectual Cambodian citizens between 1975 and 1979. Ask to visit his home village if you are interested.

Kampong Cham
It is located on the bank of the Mekong River at a distance of 124 km from Phnom Penh on national route No.6 and 7. Kampong Cham province has the largest population and rich red soil which presents a great opportunity for farmers of various tropical crops and rubber plantations. Highlights: 12^th century AD Angkor Bachey Temple, hnom Pros Phnom Srey, han Chey (pre-Angkorian temple), a city tour plus visits to a weaving and rubber plantations.

Kampong Chhnang
90 km Phnom Penh on national route No.5 and located near the mouth of the Tonle Sap River where the richest fish-producing lake in the world begins, Great Tonle Sap Lake. As a result, Kampong Chhnang is one of the largest fish producers. The name means “day-pot port”, because it is famous in pottery art also. Highlights: town market, floating villages, pottery village crocodile farm and the monastery of the province.

Battambang
Battambong is the Western-most province of Cambodia, famous in rice plantations and tropical fruits. More than just a natural resource, the province is reputed for ancient temples as well.

Highlights: Prahok Market, old style monasteries, antique museum, Angkorian-style temples such as Ek Phnom, Baset and Banan temples, Phnom sampeou , agriculture dam of Kamping Puoy and many remote, interesting natural sites such as water falls and other natural habitat.

Banteay Mean Chey
Bordering Thailand, Banteay Mean Chey is a new province that was only recently created from parts of Battambang and Siem Reap provinces. Beside its importance as busy border check-point, a community of skilled stone sculptors who ply their craft here attract visitors as do the great ancient temples such as Banteay Chhmar and many others.

Rattanakiri , Mondulkiri and Stung Treng
All Northeast provinces of Cambodia are popular among travelers interested in eco – tourism and natural beauty. Other highlights for tourists in these provinces:hill tribes ,a gamete stone mine and beautiful waterfalls.

Kratie
This Mekong province of Cambodia is rich in forestry and fishery products .However, many historic sites exist in this province , including the 100-Column ancient residential dwelling . The endangered river dolphin can also be spotted here.

Kampot and Kep City
This charming colonial town still retains much of its architectural style inherited during the French Colonial era. While in kampot , some visitors may care to explore the bat sanctuary inside the cave of Phnom Sarsea. Other worthwhile sights include a saltwater farm, waterfall, a zoo, a fruit plantation and many others.

Also in Kampot province, the famous but abandoned town built on the peak of Bokor is situated 1,075 meters above sea level and, being right next to the sea, enjoys the loveliest climate in the region. Bokor was a favorite haven for camping among French personnel during their period of rule here. In Kep City, a small flower-crab market is fascinating sight, which we suggest you not miss. US and Russia vow unity over Iran

Hillary Clinton: "We are very interested in working with Russia"

Russia and the US have pledged to work together to ensure Iran's nuclear programme is for peaceful purposes.

After talks with her counterpart Sergei Lavrov in Moscow, US Secretary of State Hillary Clinton praised Russia for its "extremely co-operative" work.

Mrs Clinton said Iran's programme was of "serious concern", but the US was not seeking further sanctions for now.

Mr Lavrov said Russia was "very reserved" about such a move. Iran says it is not developing nuclear weapons.

But it recently revealed it had a second uranium plant.

Mrs Clinton, in Moscow at the end of a five-day European tour, told a joint news conference with Mr Lavrov that Russia had "been extremely co-operative in the work that we have done together" on Iran.

The secretary of state said the US was not seeking further sanctions pending talks between big powers and Iran - but she added that it could do so "in the absence of significant progress and assurance that Iran is not pursuing nuclear weapons".

"Threats of sanctions and threats of pressure in the current situation are, in our opinion, counterproductive," he told the news conference.

The BBC's Rupert Wingfled-Hayes in Moscow says Mrs Clinton was looking for a solid commitment from Mr Lavrov, but did not get one.

Both Mr Lavrov and Mrs Clinton also said there had been considerable progress in talks on a new treaty to reduce the two countries' nuclear arsenals.

The US secretary of state is due to meet President Dmitry Medvedev at his private residence outside Moscow later.

No quid pro quo

President Barack Obama, who met Mr Medvedev in July, has pledged to reset relations with Russia.

The US wants Russia to support the idea of further sanctions on Iran

A month ago, following the revelations about Iran's second uranium enrichment facility, the Russian president said his government might ultimately accept further sanctions as inevitable.

Since then, Mr Obama has met a key Russian demand to scrap plans to deploy interceptor missiles in Poland and a radar station in the Czech Republic as part of a US missile defence system in Europe.

The US administration insisted it did not expect concessions in return.

But US officials have called on Russia to support, or at least not oppose, the idea of the UN Security Council imposing tougher sanctions on Iran if it fails to live up to its international obligations.

The council wants Iran to end uranium enrichment and has approved three rounds of sanctions - including bans on Iran's arms exports and all trade in nuclear material.

During her visit, Mrs Clinton will not meet Russia's powerful Prime Minister, Vladimir Putin. He is in China for talks focusing on trade, but also expected to raise the nuclear programmes of Iran and North Korea.

Correspondents say that if Russia and China reject new sanctions on Iran, a coalition of countries, including the EU, might take action themselves.

There are reports that this could cover stopping sales of refined oil products to Tehran.

Australia, Indonesia Increase Cooperation on Boat People Issue

The Indonesian navy intercepted a boat carrying refugees headed to Australia after Australian Prime Minister Kevin Rudd telephoned the Indonesian president. Political analysts say the phone call is a further sign of increased cooperation between the Asia-Pacific neighbors on fighting human trafficking.

Prime Minister Kevin Rudd's conversation with Indonesian President Susilo Bambang Yudhoyono came after a boatload of Sri Lankan asylum seekers had set sail for Australia.

Mr. Rudd's call resulted in Indonesian authorities intercepting the vessel, which was carrying 260 people, including women and children.

The prime minister contacted President Yudhoyono after intelligence agents learned that the vessel was trying to reach Australian waters. Soon after, Australia's military started working with the Indonesian navy to pinpoint the location of the boat, which was found off Krakatoa. Australian officials think the Indonesians then escorted the boat to West Java.

Mr. Rudd says Jakarta is a key ally in Australia's attempts to curb illegal migration.

"I make no apology whatsoever for working as closely as I need with our Indonesian friends and partners to get the results we all need in terms of illegal immigration," Rudd said.

Regional political analysts say the cooperation between Canberra and Jakarta could help stem a steady flow of refugees ferried by traffickers into Australian waters. Several boats have been intercepted in recent months.

Australia blames the recent rise in refugees on the conflicts in Afghanistan and Sri Lanka, along with the global economic crisis. The refugees pay thousands of dollars to make the dangerous journey by sea from Indonesia to Australia.

Many of those seeking sanctuary in Australia are taken to a camp on Christmas Island, where their asylum applications are assessed. The vast majority are deemed to be genuine refugees.

Former members of Australia's previous conservative government say that Mr. Rudd's decision to relax parts of the country's asylum policies has encouraged more boat people to make the journey from Indonesia.

A former immigration minister, Philip Ruddock, says a new wave of illegal arrivals could soon attempt to make the treacherous crossing from Indonesia to Australia.

In response, the Rudd government says it is fully committed to strict border control measures.

Australia resettles about 13,000 refugees each year under official humanitarian programs.

Clinton and Russian Foreign Minister Sergei Lavrov spoke to reporters Tuesday in Moscow after lengthy talks in Moscow, where the top U.S. diplomat is holding two-days of meetings.

Lavrov says imposing sanctions against Tehran at this stage would be "counterproductive." Clinton said the U.S. is not seeking further sanctions at this stage. She also praised Russia for being "extremely cooperative" in the effort to convince Iran to prove it is not seeking to build nuclear weapons.

A senior State Department official said Monday that Clinton would push the Russians to say what specific pressure they would be prepared to use when they join the United States and its allies in confronting Iran.

Six world powers, including the U.S. and Russia, have been holding talks with Iran about its nuclear program.

Russian President Dmitri Medvedev said last month that sanctions are sometimes inevitable.

Iran agreed two weeks ago to let international inspectors visit a uranium enrichment site. But Clinton said Sunday the world will not wait indefinitely for it to prove it is not building a bomb.

Meanwhile, Clinton and Lavrov also said they had made significant progress on a new nuclear arms reduction treaty to replace the current START (Strategic Arms Reduction Treaty) agreement that expires in early December.

Clinton also plans to meet with Mr. Medvedev later Tuesday. In addition to Iran and nuclear disarmament, she is also expected to discuss Afghanistan and President Barack Obama's new missile defense plans

Mr. Obama's announcement that he is scrapping Bush administration plans to build a missile defense system in Poland and the Czech Republic pleased Russia, which called such a system a threat to its security. The Kremlin has expressed interest in working with Washington on new missile defense plans.

New ring detected around Saturn

A colossal new ring has been identified around Saturn.

The dusty hoop lies some 13 million km (eight million miles) from the planet, about 50 times more distant than the other rings and in a different plane.

Scientists tell the journal Nature that the tenuous ring is probably made up of debris kicked off Saturn's moon Phoebe by small impacts.

They think this dust then migrates towards the planet where it is picked up by another Saturnian moon, Iapetus.

The particles smack Iapetus like bugs on a windshield

The discovery would appear to resolve a longstanding mystery in planetary science: why the walnut-shaped Iapetus has a two-tone complexion, with one side of the moon significantly darker than the other.

"It has essentially a head-on collision. The particles smack Iapetus like bugs on a windshield," said Anne Verbiscer from the University of Virginia, US.

Observations of the material coating the dark face of Iapetus indicate it has a similar composition to the surface material on Phoebe.

The scale of the new ring feature is astonishing. Nothing like it has been seen elsewhere in the Solar System.

The more easily visible outlier in Saturn's famous bands of ice and dust is its E-ring, which encompasses the orbit of the moon Enceladus. This circles the planet at a distance of just 240,000km.

The newly identified torus is not only much broader and further out, it is also tilted at an angle of 27 degrees to the plane on which the more traditional rings sit.

This in itself strongly links the ring's origin to Phoebe, which also takes a highly inclined path around Saturn.

Scientists suspected the ring might be present and had the perfect tool in the Spitzer space telescope to confirm it.

The US space agency observatory is well suited to picking up the infrared signal expected from cold grains of dust about 10 microns (millionths of a metre) in size.

Impacts on the moon Phoebe are probably supplying the ring

The ring would probably have a range of particle sizes - some bigger than this, and some smaller.

Modelling indicates the pressure of sunlight would push the smallest of these grains towards the orbit of Iapetus, which is circling Saturn at a distance of 3.5 million km.

"The particles are very, very tiny, so the ring is very, very tenuous; and actually if you were standing in the ring itself, you wouldn't even know it," Dr Verbiscer told BBC News.

"In a cubic km of space, there are all of 10-20 particles."

Indeed, so feeble is the ring that scientists have calculated that if all the material were gathered up, it would fill a crater on Phoebe no more than a kilometre across.

The moon is certainly a credible source for the dust. It is heavily pockmarked. It is clear that throughout its history, Phoebe has been hit many, many times by space rocks and clumps of ice.

Police, FBI Bust Seven in Major Drug Raid

Cambodian police working with the US Federal Bureau of Investigation arrested seven people and seized 16 kilograms of heroin, following three months of investigation, officials said Monday. Police also found counterfeit US dollars in the Oct. 2 raid.

“In the operation, we did an investigation and tracked [the suspects] down for almost three months, with the support of the FBI representative in Cambodia,” said Chhay Sinarith, chief of the Interior Ministry’s security department.

Suspects were arrested in Phnom Penh and Stung Treng province. The raid included the arrest of Lam Sokha, a suspected trafficker who has been arrested and released in recent years, police and court officials said.

The seven suspects were sent to Phnom Penh Municipal Court on Monday and would be questioned by prosecutors this week, officials said.

Police said the heroin moved through neighboring countries through Stung Treng, which borders Laos.

The discovery of heroin, crystal methamphetamine, or “ice,” drug production and counterfeit money made the raid a major case, Chhay Sinarith said.

The US State Department praised Cambodia for its anti-drug efforts in 2009, but said the country faces increasing problems of consumption, trafficking and the production of dangerous drugs.

The State Department warned that crackdowns on trafficking in Thailand and China had made Cambodia an attractive route for traffickers, while internally, use of amphetamines, including ice, was escalating.

Administration officials say President Obama made the comment to congressional leaders Tuesday, during a 90-minute White House meeting on Afghanistan. Mr. Obama meets with senior military and political advisors for a strategy session on Pakistan and Afghanistan Wednesday, eight years after the war started.

A senior administration official said the president assured the bipartisan group of lawmakers the policy review will be rigorous and deliberate, and move forward with a sense of urgency.

The U.S. commander in Afghanistan, Army General Stanley McChrystal, has warned the U.S. could lose the conflict if more troops are not deployed to Afghanistan. He is expected to ask for as many as 40,000 additional troops.

Mr. Obama is said to be leaning toward a more modest buildup of U.S. military forces. Republican Senator John McCain told reporters after the meeting that he worries the president will employ "half-measures" in prosecuting the war.

McCain said defeating the Taliban is essential to the goal of eliminating the al-Qaida terrorist network.

Senate Minority Leader Mitch McConnell and other Republican lawmakers are urging Mr. Obama to heed the recommendations of his military commanders.

But many of Mr. Obama's fellow Democrats oppose deploying more U.S. forces. The speaker of the House of Representatives, Nancy Pelosi, told reporters that many issues need to be addressed before the president decides how to proceed.

But Senate Majority Leader Harry Reid, a Democrat, said lawmakers assured Mr. Obama they would support him, regardless of his decision.

U.S. casualties in Afghanistan have risen sharply in recent months, as forces pursue more aggressive operations against the Taliban and other militant groups.

Recent public opinion polls have shown support for the war is steadily declining. White House spokesman Robert Gibbs said Tuesday politics will not play a role in Mr. Obama's final decision.
